    "content": "Thank you, Mr. Speaker, Sir. I want to sympathize with the Senate Minority Leader, because the argument he has laid before us is hollow and not substantiated by the Constitution. I will go straight to the point because there is shortage of time. One, is in Rule of 123 with regard to how many Members will vote. The decision that, if we want to vote in this House, we must have 24 Members before us is not a constitutional decision."
