    "content": "Mr. Deputy Speaker, Sir, the HANSARD is my witness because I was on this side with Senator Charles Keter. I want to conclude that point because it is very important. In making your decision, go to the decision on the Kiala case. The Senators who remained in the Chamber were not 24 and that is how Kiala was saved. He was saved because those of us who were in the House were less than 24 and, therefore, the decision to vote against was achieved. That was the right decision. There is nowhere in the Constitution it is mandated to us to be 24. It is not written anywhere."
