    "content": "That is true, Hon. Deputy Speaker. I am going to substantiate. The Member should have understood the context in which I said that statement. Maybe, we began to have a lot of mess in the health function after it was devolved to counties. It is true that in my constituency, the number of deaths has been increasing. We know very well that the health function was devolved after the Jubilee Government came to power. Maybe, we need to re-look at this issue. I know this matter is under the Health Bill.
