    "content": "Before I move the amendment that I am proposing, I want to contribute on the cost of emergency care. When people are in emergency situations, it is not fair to expect that they will have the means to pay for that care at that time. Therefore, when patients go to hospitals and find that they cannot be admitted because they do not have money, it is very unfortunate. We have a Health Bill that is under discussion and the proposal is that, as a matter of emergency, this country must evolve and establish a social health insurance that will make it possible to have universal access to treatment."
