    "content": "I rise pursuant to Standing Order No. 45(2)(b) to seek a Statement from the Chairperson of the Committee on Energy regarding the proposed plan of the KPC to spend Kshs500 million on a survey of its security system. In the Statement, the Chairperson should:- (a) Explain why the proposed survey will occasion the use of Kshs500 million; (b) Explain the recommendations that were given by the first survey that was done by Optilan (UK) Ltd in 2012 and whether the security system that was installed is efficient; (c) Enumerate the cost of the security system that was installed in 2012; (d) Explain the recommendations of the internal assessment of the security system that was carried out by the KPC engineers this year."
