    "content": "PROCEDURE TO BE FOLLOWED IN THE DISPOSAL OF PRESIDENTIAL MEMORANDA Hon. Senators, as you may recall, during the sitting of the Senate on Tuesday, 3rd November, 2015, the Presidential Memoranda on the Public Procurement and Asset Disposal Bill (National Assembly Bill No.40 of 2014) and the Public Audit Bill (National Assembly Bill No.38 of 2014) were listed for consideration as Order Nos.8 and 9, respectively, on the Order Paper of that day as well as yesterday. Before the reading of these Orders, the Senate Minority Leader, Sen. Moses Wetangula, rose on a Point of Order to seek the guidance of the Chair on the procedure to be followed in the disposal of the Presidential Memoranda. In the point of order, Sen. Wetangula made reference to Article 122(1) of the Constitution which provides that, The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate."
