"content": "(Sen. (Prof.) Kindiki): Mr. Speaker, Sir, I thank you for your ruling. I substantially identify myself with that ruling and I am bound by the entire ruling like all of us are. However, I hope in future - because jurisprudence is made continually- you will give us an opportunity to canvass one point. On the first point on how many Senators are required to transact business, you have come out clearly and you have been consistent with that. I thank you for that. Notwithstanding the fact that both the Majority and the Minority side have had change of positions, I hope the Chair will appreciate that neither the Majority nor the Minority enjoy the impartiality and the clarity of mind that is associated with your Chair. We are guided by law, but there is a lot of tumult and uncertainty associated with pushing political agenda. I am saying this on behalf of the Majority side and also my brother the Senate Minority Leader who changed his position dramatically in this occasion. Lastly, on the question of the passing of a Presidential Memoranda through acceptance, I go on record that I agree with the ruling and I have a different view. I hope, in future, the Chair will give us an opportunity to canvass that point so that you can improve on the jurisprudence."
