    "content": "Madam Temporary Chairperson, I beg to move:- THAT Clause 8 of the Bill be amended- (a) in sub-clause (1) by inserting the words “in collaboration with the village administrator” immediately after the words “principal shall”; and (b) in sub-clause (3) by deleting the words “five hundred” appearing immediately after the words “not exceeding” and substituting thereof the word “ten”. Madam Temporary Chairperson, this amendment seeks to, first, incorporate village administrators into ensuring attendance of children in early childhood education centres, and secondly, to reduce the penalty proposed to be imposed on a parent who fails to show cause in the event of non-attendance of a child in an early childhood education centre, from a fine not exceeding Kshs500,000 to Kshs 10,000."
