    "content": "Madam Temporary Chairperson, I beg to move:- THAT, Clause 73 of the Bill be amended in sub-clause (1) by deleting the words “County Education Board” appearing immediately after the words “consultation with the” and substituting therefor the words “Council of County Governors”. Madam Temporary Chairperson, this amendment seeks to provide that the Cabinet Secretary responsible for education shall make regulations in consultation with the Council of Governors for carrying out the law in a better way."
