"content": "Hon. Millie Odhiambo, anybody outside of this Chamber is at liberty to express themselves howsoever, with regard to what we do, how we did it or how we are going to do it. We are part of the governance structure in the Republic. So, if somebody is expressing themselves one way or the other, leave them alone. We do not want to gag anybody. We want to have everybody express themselves freely so that we can criticize them without gagging them. It is a give and take situation. The Bill has already been signed into an Act of Parliament.
