    "content": "If decisions or questions are addressed in public and then published, they cannot form the subject of secret communication. I am in the process of getting to the root cause of that problem. I am getting a write up from the Clerk’s Department on what happened. That is why I do not want to pre-empt any report that may come, but preliminarily, what I have is that a lot of communication happened in the public - in the open. It is, therefore, not possible that we can have public participation on one hand, the freedom of the media and then we are also saying that what the media has heard in a Committee cannot be published."
