    "content": "Hon. Speaker, as I second, this is a very small matter. We are going on recess as per our calendar on 4th December 2015. We will go for the long recess until 8th February 2016. The many constitutional Bills which touch on county governments will go to the Senate. We also anticipate that when the two Houses finish mediation process--- That is why we felt that the National Assembly can deal with all those Bills. In the worst case scenario, we can go up to the Second Reading of all those Bills so that when we come back in February, we will deal with the Committee of the whole House. It is a small matter. This is a Procedural Motion. I beg to second."
