    "content": "Mr. Speaker, Sir, I am saddened by the fact that at the moment, there are billions of shillings “flying” around in the name of El Nino intervention funds. The section of this road between Stand Mboga in Kakamega, at Shimala Vandu, all the way to Lubao up to Matsakha is short of probably two-and-a-half kilometres. All we are asking is a quick intervention, so that the road is motorable. Why are they not using the El Nino funds, because this is obviously an area where those funds would apply?"
