It is obvious that in the Rules and Business Committee (RBC), we have been trying to see how we can deal with business of this House as quickly as possible. Would I be in order to request the Chair to reduce the time from 20 to 10 minutes? Let Sen. Kagwe be given his 20 minutes but from there on, at least let us spend 10 minutes per speaker so that we conclude this business today and have some time for the Mover to respond and then deal with another business tomorrow."
