    "content": "Madam Temporary Speaker, I rise to support this Bill and commend my brother, Sen. Musila, for this good Bill, but we can make it better. The New Clause Three: 45(a)(i) can be considered in the Committee of the Whole; it should be changed so as to include primary, secondary and college level. There are students in polytechnics, teachers training colleges and medical training colleges who also suffer the same fate from the leadership of those institutions. Secondly, Clause Three: 45(a) can further be made better by saying that “the district officer shall not withhold a certificate.” We can go ahead and say that “the district The electronic version of the Senate Hansard Report is for information purposes only.
