    "content": "Article gives a committee and, indeed, the House that power. I cannot take away that power merely by some guidance or ruling. If the Judiciary, which is vested with the power of interpretation under Article 165 of the Constitution, feels that it is necessary to interpret that power differently, the JSC is at liberty to initiate a process of seeking an interpretation to guide us accordingly. However, for the time being, it would be fair that we just abide by what is in the Constitution. Should there be need for the Committee to invite the CJ, maybe in its current sittings, the Committee can go ahead. It is not possible and it will be against our Standing Orders and procedures to take away the Report which is already tabled for purposes of taking fresh evidence from a witness who was accorded the opportunity to appear but failed to appear because he was not clear in his mind."
