    "content": "Madam Temporary Deputy Speaker, on livestock mitigation programmes, the President and the Government have taken responsibility and said that they were going to launch mitigation programmes. Unfortunately, many livestock keepers who thought that there was a genuine mitigation programme going on sold their animals to the Government but, two months down the line, they are in hotels in Nairobi, suffering. They are not even being paid their own dues."
