Temporary Deputy Chairman, I wish the Committee Chair would explain the import of that really because on the surface of it, it looks like you are downgrading the position of the High Court Registrar which I hope is not what you intend to do. Of course, I know there are issues to do with trying to lock out the youth of this country and this has become a matter on an issue such as this. But I wish you could pronounce yourself on it so that the import is clear so that we do not seem merely to be saying that the Office of the Registrar of the High Court is an inferior office and, therefore, it does not have to have those very high qualifications."
