    "content": "Duties of a Registrar can be carried out very effectively by an advocate of the High Court of Kenya. We are not reducing the expertise because a Judge of the High Court has equal footing actually with an advocate of the High Court. For me, the amendment as proposed by the Chair is completely in order. In any case, it is going to give more advocates time to handle matters that can be handled by the Registrar."
