    "content": "I thank you, Hon. Temporary Deputy Chairman. Nothing prevents this House from making it clear that it is the CJ who will make rules. We want to hold him responsible. We want one centre of power. We do not want a committee which we cannot deal with. Once these regulations are made, they will not be brought to the Departmental Committee on Justice and Legal Affairs. The rules will be taken to the Committee on Delegated Legislation, where Hon. Kaluma is a member. The Committee will examine whether those rules are in consonance with the main Act."
