"content": "(Sen. (Prof.) Kindiki): On a point of order, Mr. Temporary Chairperson, Sir. Mine is based on the direction that you have just given vis-à-vis the very detailed ruling that the Speaker of this House made on this matter. If I recall, the ruling of the Speaker was as follows:- (1) For the recommendations of the President to be defeated, you need 32 votes rejecting. (2) For the recommendations of the President to pass, you need 24 votes affirming. (3) In the absence of (1) and (2) above, the recommendations are neither lost nor passed. Mr. Temporary Chairperson, Sir, you started very well by talking about purgatory, which I do not understand very well. However, those who are Catholics tell me it is a situation which is neither good nor bad. Therefore, could you clarify? If the argument is that the recommendations are lost, then we need to be told that 32 votes have said so, which I am not aware of."
