"content": "On a point of order, Mr. Deputy Speaker, Sir. It is grossly disorderly for a Minister to refuse to answer a Question. What constitutes refusal to answer a Question? When a Question directed to your Ministry is asked and you are not in the House; then immediately after it is concluded, you walk in, if you do not give an explanation on where you were, in my understanding and interpretation, that is refusal to answer a Question. So, could the two Ministers who have just walked in explain to this House why they were not here when the Questions directed to their Ministries were asked? If they cannot offer satisfactory explanations, then they should be found disorderly and be reprimanded accordingly."
