    "content": "Mr. Speaker, Sir, further to what my colleagues have asked, I expected to hear about the relationship between the issuance of identification cards and voter registration, because you cannot be registered as a voter unless you have an identification card. Mr. Speaker, Sir, in my county of West Pokot and the neighbouring Turkana and Samburu counties that had issues of cattle rustling for a long time, most people do not have identification cards. My county has over 150,000 people without identification cards. Now that we are almost two years to the next general election, I would like to know about the procedure for voter registration. The statement did not capture people who do not have identification cards. Such people will not exercise their right to vote and choose their leaders in the next elections."
