    "content": "Mr. Speaker, Sir, I would like the Vice Chairperson to clarify the preparedness of the IEBC, basing the facts on the 2013 Elections. This is because the IEBC officials said that some of the constituencies would be digitized in terms of the gadgets to be used, such as the Biometric Voter Registration (BVR) kits and so on. Could he tell us what has been done since the last elections? In all the by- elections that have taken place, manual systems have been used. We need to be guided so that we avoid new systems being introduced at the eleventh hour when elections are near. What have the IEBC officials done so far? We should experiment systems which they claimed to be in place, to ensure that we have free and fair elections across the country, because that is very vital."
