"content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT, Clause 35 of the Bill be amended in subclause (1) by deleting the word “may” appearing immediately after the words “Cabinet Secretary” and substituting therefor the word “shall”. Allowing the word “will” or “may” does not give the strength of the law; that this must happen. As currently worded, the provision makes it optional for the Cabinet Secretary to make regulations and hence, there is a possibility that the Cabinet Secretary may take time or fail to make these regulations. By deleting the word “may” and substituting therefor the word “shall,” it makes it mandatory for the Cabinet Secretary to make the regulations."
