Where there were clauses suggesting that the Cabinet Secretary would draw regulations, our practice has been that there is a timeline for those regulations and they will not come into effect until they are approved by Parliament, which includes the Senate. For clarity, could the Chairperson confirm that Clause 35 includes a deadline and approval of the Parliament before they are published?"
