In practice, we have done this kind of thing in almost all the other laws where clauses suggested that the Cabinet Secretary shall make regulations. Since I had not anticipated this question – and we have been debating about timelines in our Committee - I need to interrogate this document further with regard the timelines for making regulations and coming to effect of the law.
