"content": " Mr. Deputy Speaker, Sir, what I said, and if it offends my distinguished colleague, it is unfortunate, “proxy” in English means a representative of another. Under the Constitution, the head of delegation of Nakuru is Sen. Mungai. When he is here, he votes, and when he is not here, you vote on behalf of the delegation and, therefore, you become a proxy vote. A proxy is a representative; it is not an offensive term at all. The distinguished Senator for Kajiado is a head of delegation, so is Kirinyaga, Embu and Kericho. You walk in the shadow of the head of delegation."
