    "content": "Mr. Deputy Speaker, Sir, we are trying to infuse matters to do with economic and social rights in the architecture of our public finance and financial structure. This is a flagship. No other country has tried to do a law of this nature. We have consulted far and wide, precedents and leaders in economic and social rights across the world, who we know have made massive contribution to the evolution of economic and social rights. They have all told us that this is a flagship. This is, therefore, an experimentation and I ask the Senate to take it extremely seriously because I believe this Bill was well conceptualised in terms of how to move this realm of economic and social rights forward."
