    "content": "Hon. Deputy Speaker, I support the establishment of boards at the sub-county and county level. They will be responsible for keeping a database of all the bright children in that particular county. It is becoming a norm that children from rich families are the ones who continue with education despite them being bright or not. However, most bright students from poor families end up not finishing their education. That is why the transition rate in most of our schools especially in the rural areas is very high. A Standard One class starts with 100 children and ends up with about 20 pupils or less in Standard Eight.
