    "content": "I would like to ask the Committee to clearly define the responsibilities of the county governments in matters of education. There are pupils who pass the KCPE but are unable to get secondary education. We must make it more or less mandatory for the county governments to provide them with the necessary tuition to continue with their post primary education. What I like most about this Bill is the fact that it provides an avenue through which pupils will transit from primary school to secondary school. After that they will access training in polytechnics and other tertiary institutions."
