    "content": "Clause 8 proposes - through the regulations that will be done by the CS, Education, Science and Technology, in conjunction with the CS, National Treasury - to finance students in private institutions. Many churches and NGOs have started schools. In my constituency, several schools are run by churches which are unable to finance their students. Some of them pick orphans from the streets and villages and keep them in these schools. They are unable to get financing for infrastructure development and the hiring of teachers because they are not described as public institutions. This is a good amendment because these schools will get support from the Government. In the recent past, we have seen students being stopped from moving to the next class. When there was ranking in the KCPE, students were forced to repeat schools, so that the head teacher or the principal could get a good mean score. This is a good amendment because there will be no holding back of students in classes."
