    "content": "I have a problem with Clause 11 because it provides that no student will be expelled from school except with the concurrence of the parents or guardians. There are some cases of indiscipline and I do not think the parent will accept his or her kid to be kicked out of school. Therefore, head teachers should be given some leeway to expel undisciplined students where possible."
