    "content": "There is also the role of the Government. The Bill emphasises that needy students should be provided with public funds to continue with education. Under this clause, there is no indication that the national Government is supposed to provide funds. This clause should provide that it is the responsibility of the national Government to make sure that all bright and needy children are funded."
