    "content": "Thirdly, and this is quite important and commendable, is the issue of ranking, so that we can identify the bright and needy students at the county and sub-county levels. That is quite positive. It is going to be easy to address the gaps that have been there. Resource gaps in this country have caused inequalities. Inequalities begin right at school when children in one region can access quality education and children in another region get very poor quality of education. That is how inequalities are sustained in this nation. It is important that every county is charged with the responsibility of ensuring that bright and needy students are given priority and the correct support to continue with education."
