    "content": "Let me speak to Clauses 3, 12 and 13 on developing a database of students who cannot afford to go to secondary schools, even though they have passed exams. It is a tragedy in this county that we have bright children who cannot move forward with education because they cannot afford to pay fees. As I speak, there was a school fees guideline by the CS for national schools. Unfortunately, national schools have not adhered to it. They are still charging more than what they are supposed to. So, I wish the Committee could take that into consideration."
