    "content": "Thank you, Hon. Temporary Deputy Speaker. Today in the morning, Tunaweza Civil Society launched a research on literacy and numeracy in our schools as per county. I congratulate Kajiado County because it was position two. I want to emphasise on the ranking of students who perform well, but do not get chances to go to good schools. Those are the people who can make this country. If we give them a chance to learn, we are going to uplift our country. That is a very good point. Another point is on the establishment of sub-county boards. In my view, this was an oversight in our Constitution. How can you manage a constituency without the board? These amendments will properly entrench that aspect in the Bill. Thank you very much, Hon. Temporary Deputy Speaker."
