    "content": "I want to thank the Members who have contributed, starting with the Members of my Committee. We will be bringing the necessary amendments. The Bill provides for clear ICT mechanism for payment, but we have heard some Members saying that we cannot bring these all at once. There could be businessmen who are illiterate and we want to see how to bring them on board gradually, because we want to have everybody on board. Many penalties have been provided, but I am not going to mention them. At least, there are penalties for every offence that is created."
