    "content": "The new promulgated Constitution was a blessing to this country. We introduced devolution and county governments were created. So, we thought that this would spruce up the living standards of the people and the people at home can get their problems solved within reach. The governors, MCAs and the Senators are home grown. They know the problems of our people. I do not know whether we intended to devolve Government machinery or corruption. Corruption is so live in the county governments. You see it and you look around for somebody who can come to help, but you do not see them."
