    "content": "Thank you, Hon. Temporary Deputy Speaker. I am crying because at the time of addressing this House, my constituency is ravaged by floods. This time, El Nino did not come as an emergency. It was predicted and the Government put mechanisms in place to mitigate it. We cannot do much to help the people on the ground because there is no money. So, when I talk about problems in our economy, I am disturbed. I am hit. My people are living outside their homes. These are problems that have been there for a very long time."
