    "content": "Hon. Speaker, I wish to second this amendment because in effect it brings in sharp focus on how to deal with cases of abuse of the court process, particularly in the lower courts. I discussed this with Hon. Kaluma and we came to a conclusion that the House should debate it. I, therefore, have the pleasure to second the amendment.
