    "content": "Hon. Temporary Deputy Chairlady, I beg to move:- THAT, Clause 4 of the Bill be amended by deleting Sub-section (6). The proposal being deleted is firstly discriminatory and secondly unconstitutional, in that there is no special treatment for a category of applicants referred to as “regular government undergraduate students”. This is not legally tenable as a criterion for granting loans. Every applicant who submits their application to the Commission should be treated fairly. Further, the Board is able to identify the needy and vulnerable students within the procedure set out in the application form."
