    "content": "Hon. Temporary Deputy Chairman, the passage of Clause 8 is likely to be a disaster for this country. If there is a Government agency that is in problems, it is the Office of the Attorney-General. There are so many petitions being taken to the High Court. As we speak, it is impossible for the High Court to cope with the amount of work that goes there. If the Attorney-General is aware of this and he has given his go-ahead, I can tell this House without any doubt in my mind that we will require about 500 State counsel to be distributed to all the Magistrates’ Courts across the country. This is a clause which is likely to cause a lot of problems. I agree that we ought to devolve justice but since we have High Courts in all the counties, perhaps, we should restrict it to the High Court. If we are going to place this jurisdiction on the magistrates, we should just wait and see. I completely oppose the amendment."
