"content": "We need to accelerate judicial reforms. We started on a false start with the attempted appointment of the Chief Justice contrary to the law. We need now to get into the process and stop manipulating the appointments. We need a Chief Justice, not for ODM or PNU, but a Chief Justice of Kenya. We need key officers, not for the ruling Coalition, but for the greater coalition of Kenyans and the voiceless majority. We are cautioning the Government that we are going to remain very vigilant and will not fail to speak out when we see the implementation of the Constitution being compromised. I want to commend the Commission on the Implementation of the Constitution (CIC). It has just come on to work minus even the basic facilities, but has done very well so far, in pointing out the direction we should take. I want to urge them to look at the Constitution and provide us with a to-do list with the quick things that we can do without waiting to be prompted. I want to end by saying that my reservation is about failing to mention the IDPs, failing to concentrate on the voiceless majority and proving to Kenyans that this is a Government for the rich by the rich, forgetting that democracy is about a Government of the people by the people and for the people. I urge parliamentarians to be the voices of the voiceless majority, make democracy work and speak for the voiceless. Every elected Member should remember that we are here not to defend ourselves or represent our interests, but to represent those who sent us here. That should be the guiding light. I beg to support with the reservations I indicated."
