    "content": "The import of this amendment is to assign the role of maintaining records of the Court to the Registrar. Many times we have run into problems as advocates when we cannot find records, and nobody takes responsibility. So, we want to assign this responsibility to the Registrar to ensure that records can be found whenever they are required."
