    "content": " Sen. Ndiema, I would like you to note that there was a real need for that Committee to be formed. The Senator tried to convince this House to provide for some funds to go to the three counties, but he was unable to do so. The only way to try to achieve that was to come up with a Committee. That Committee will come up with a report, which could convince the House that there is need for those counties to have money for their headquarters. Since this Motion does not affect all the 47 counties, I will put the question."
