    "content": "Thank you, Hon. Speaker for giving me this opportunity to support this very important Bill. I wish to state that as an advocate, I have had an opportunity to practise in this area. In fact, Government property could not be sold. I want thank Hon. Nyokabi, the Committee and my Senator, Hon. Mutula Kilonzo Junior, for being very thoughtful of the county governments and now updating the law to be in line with the new Constitution. The county Governments are also governments and have to be protected under the law which did not exist up to now, unless we pass this Bill. Up to now, county property can be attached and somebody can sell it if there happens to be a debt. Therefore, the procedure of verification of a county debt is very important. However, sometimes, under these proceedings, you may find that the process has been followed as has been explained by the Chairperson of the Committee.
