    "content": "Thank you, Hon. Speaker. I rise to support this Bill. The Constitution is very clear that the core business of the Senate has to do with the matters relating to counties. I congratulate Sen. Mutula Kilonzo Junior for this Bill. The question is: Why has it taken too for this Bill to come to the Floor of the House? If I heard the Mover, Hon. Nyokabi, right she indicated that it came to this House in 2014. We are talking about two years down the line. I wish Hon. Munuve was not interfering with the Speaker, especially when I am touching on that matter. The issue here is this Bill came to this House almost two years ago.
