    "content": "Thank you, Hon. Speaker. This is a very straight forward amendment. At the same time I am a worried person. The concept of county governments is very new. I have heard of cases where because counties do not get money on time, they are now forced to borrow money from commercial banks. It is true because money from the Central Government delays. Because the county governments have to meet recurrent expenses, they are forced to borrow from these banks. These are things that the Jubilee Government should understand. There is a problem out there. Therefore, some counties are borrowing money from commercial banks at very high interest rates. At the end of it all, we have a county government getting into a contract with a contractor and it is unable to pay.
