Deputy Speaker, development control is uplifted from the Physical Planning Act of 1996, to be used by county governments to control development and ensure that the development carried out in those counties conform with the planning policies of those counties. The Bill also provides for how those plans and development controls are enforced. Having said that, I sit in the Departmental Committee on Lands and I would like to respond to a few of the issues I have heard raised about the three land laws that are before Parliament as we speak."
